It is 1940. While researching a different case Frank and Joe Hardy came across a clue to some chemical shipments that seemed questionable. The chemicals could be used to make a deadly poison. They were shipped to an address that was not a business but rather an apartment in River Heights. They contacted Nancy to let her know of what they found. They also told her that their dad had business with Nancy’s father, and they were planning to come along. Nancy looked up the address but found no one home. She asked landlord about who lived there but found the man unhelpful and a little rude. She decided to watch the apartment and wait for the Hardy Boys to come into town. She discovered the man living there was quiet and kept to himself. He never answered the door even if he was home. He only came out to go to work but spend all the rest of his time in the apartment. When he came back from work at night, he always seemed to have a package or two. Some seemed like bottles while others seemed like machinery parts. When Frank and Joe arrive, they bring a listening device with them that they use to listen in at the apartment. They soon learn that the man gets phone calls and speaks to someone in German. They also here noises that indicate the man is building something. They guess that the man might be a Nazi spy. They plan to follow the man to his job the next day but while searching around the front door Nancy discovered a key that they think is to the apartment. They plan to have Frank and Joe pretend to be looking for an apartment to distract the Landlord while Nancy follows the suspected spy. They need the team’s help to check the apartment while they are away.
